National Precursor Log Exchange Discussed at MPhA Meeting

Consumer Healthcare Products Association (CHPA) is supporting legislation to mandate electronic tracking of pseudoephedrine (PSE) sales and supports the use of National Precursor Log Exchange (NPLEx) by pharmacies. Representatives of the effort spoke to MPhA leaders last week during the Community Pharmacy Business Coalition meeting.

NPLEx is a multi-state electronic logbook of PSE sales. It monitors all nonprescription PSE purchases in states that have adopted NPLEx in real time. This should help prevent people from exceeding legal limits of PSE by making purchases from multiple stores. It also tracks purchases among all participating states so people in search of PSE above the legal limits would be identified across state borders.

CHPA does not support measures that would further limit consumers’ access to PSE products such as limiting PSE sales to pharmacies and making PSE prescription-only. They support current federal and state PSE sales restrictions. CHPA represents manufacturers and distributors of nonprescription, over-the-counter (OTC) medicines and dietary supplements. NPLEx is funded by the manufacturers of medicines containing PSE and is marketed to cost nothing to retailers to use the system. Pharmacies would need to access NPLEx through a web portal or integration of existing POS system with NPLEx. About 18 other states have adopted NPLEx.

MPhA does not have a current position since the bill has not been yet introduced. MPhA supports language providing an opt-out for pharmacies that do not have existing technology to support NPLEx. There is deep concern that this program not provide additional costs to pharmacies and there will be appropriate technology support provided by NPLEx. Your comments are welcomed.
