Hot Off the Press: Special MPhA Webinar: Prepare Your Pharmacy for New Laws Effective in Weeks

This year’s legislative session was very active and numerous legislative issues passed that will impact pharmacy. Any bills included in the Omnibus budget bill signed by Gov. Walz will take effect on July 1, 2019, because the omnibus bill contained a fiscal note. All other issues that passed will be effective on August 1, 2019. Don’t be caught off guard — attend this webinar to stay informed about changes.

MPhA and Minnesota Pharmacy had great success at the session — but there were also bills we did not sponsor that have pharmacy-related provisions that need to be implemented on July 1, 2019.

Minnesota Pharmacy Alliance Lobbyist Buck Humphrey and MPhA Public Affairs Committee Co-Chairs Jeff Lindoo and Tony Post will walk through the issues pharmacists and pharmacies need to address during this special one-hour webinar. Specific issues that will be addressed include:

  • Opioid Stewardship: Limitations on prescribing, prescription filling for CII-V, refilling for CIII-V, identification checking requirements
  • Medication Administration Expanded Authority
  • Minnesota Fee-for-Service Medicaid Reimbursement: Implementation process and important documentation needed from pharmacies
  • Forthcoming changes to the Minnesota Managed Care Medicaid Preferred Drug List
  • Minnesota Provider/Wholesaler tax changes
  • Authority for Emergency Prescription Refills
  • Prescription Drug Repository Program — LTC PDs recycling program
  • Recipient of Emergency Prescription Orders & Drug Coverage in Emergency Situations and payment

The PBM Licensure and Regulation bill will be discussed in a future webinar — but if time permits, the speakers will answer questions about it.

After participating in this webinar, participants should be able to:

  • List changes needed in pharmacy operations to comply with new requirements in the Opioid Stewardship legislation
  • Explain the expanded authority for medication administration
  • Outline what documentation is needed to share with the MN Department of Health to help implement the new fee-for-service Medicaid reimbursement

Buck Humphrey is an experienced government affairs and public relations executive with relationships and a track record with political leaders in Minnesota, the Midwest and the nation’s capital. For more than 20 years, Buck has worked at the intersection of the private and public sectors on issues at the federal, state and local levels. He has worked with the majority and minority leaders, speakers and much of the Minnesota Senate and House legislative membership. Over the past decade, Buck has been on the lobbying team that has passed MAC transparency provisions and built a bipartisan patient pharmacy network access coalition. He is an experienced lobbyist, knowledgeable about our issues and with a strong desire and commitment to move our agenda. 

Jeff LindooJeff Lindoo, RPh, Thrifty White (retired), MPhA Public Affairs Committee Co-Chair

Jeff Lindoo, RPh, grew up in the world of pharmacy. His earliest experience consisted primarily of reading comic books in the back of his grandfather’s and father’s pharmacy in rural Wisconsin. He has been an MPhA member since graduating from the NDSU College of Pharmacy in 1974. His 42-year pharmacy career was with Thrifty White Pharmacies, where he served in numerous positions prior to retiring in June 2016. He is an MPhA past president and serves as co-chair of the Public Affairs Committee. He served on the Minnesota Board of Pharmacy from 1996 to 2000 and as Vice President in 1999.
